4. Apparently built where no structural plans need to be filed to get building permits. I would not want to go inside a concrete building that was made without engineering calculations.

9. If there are no engineering plans, and with major changes happening on the fly, how could the design ever get approval for structural strength, resistance to earthquakes, high winds etc...
   Free hand shapes and formless shapes are all good up to a point, but the final design must be within some constraints.
